Small earthquake rattles Southern California

Updated at 11:54 a.m. ET: A small earthquake rattled Southern California on Sunday morning, causing?buildings?to shake in downtown Los Angeles.?There were no immediate reports of damage or injury. ??

The quake had a preliminary magnitude of 3.9 magnitude and struck at 8:24 a.m., ?the U.S. Geological Survey said. It was centered about 5 miles east-southeast of Santa Clarita, and about?24 miles north-northwest of downtown Los Angeles.?

Shaking was felt across the Santa Clarita Valley, in downtown Los Angeles, in West Hollywood and along LA County beaches, The Associated Press reported.

A sheriff's dispatcher in Santa Clarita told the AP ?there were no calls reporting damage or injury.

Iraq: Attacks kill 4 in security forces, 1 child

BAGHDAD (AP) ? Iraqi insurgents launched a new wave of attacks across the country targeting security forces and a local politician on Wednesday morning, killing four members of the security forces and one child, police and health officials said.

Militants in a speeding car attacked an Iraqi army checkpoint, opening fire from pistols fitted with silencers in Baghdad's western Mansour neighborhood, a police officer said. Two soldiers died in that attack.

The officer added that a roadside bomb exploded shortly afterward as a police patrol was heading to the scene of the Mansour attack, killing one policeman and wounding six people.

Shortly before dawn, a sniper shot at a police patrol on foot in the capital's eastern Mashtal neighborhood, killing one policeman, another police officer said.

In the northern oil-rich city of Kirkuk, a parked motorcycle packed with explosives went off near the passing convoy of a local politician, killing a 7-year old child and wounding four other people, a police officer said. Politician Ali al-Hashemi, a Turkoman, escaped unharmed, he added.

Kirkuk, about 290 kilometers (180 miles) north of Baghdad, is home to mix of Arabs, Kurds and Turkomen, who all are competing to control the city.

Health officials in nearby hospitals confirmed the causality figures. All officials spoke on condition of anonymity because they were not authorized to release the information.

The attacks came a day after insurgents attacked Shiite neighborhoods in Baghdad by car bombs and mortar rounds, killing nine people and wounding 26.

Civilians, security forces and officials are the favorite targets for insurgents seeking to undermine public confidence in government efforts to restore security.

Meanwhile, authorities summoned some employees of the Central Bank of to give their testimonies following allegations of financial wrongdoing, a judicial spokesman said.

Abdul-Sattar Bayrkdar of the Supreme Judicial Council said two groups of bank employees have been brought so far before the judges in the past two days, but he gave no specific numbers. None of the employees has been arrested.

Arrest warrants have been issued for 16 bank officials over corruption allegations raised by a special parliamentary committee formed to probe the bank. They include longtime governor Sinan al-Shabibi, a politically independent economist who has led the institution since 2003. He is out of the country.

Cruise files $50M suit against magazine publisher

(AP) ? An attorney for Tom Cruise said he filed a $50 million defamation lawsuit Wednesday against the publishers of Life & Style magazine for articles that said the actor has abandoned his 6-year-old daughter, Suri.

Cruise's attorney, Bert Fields said to falsely claim the actor deserted his daughter is a "vicious lie."

"Tom is a caring father who dearly loves Suri. She's a vital part of his life and always will be," Fields said. "To say it in lurid headlines with a tearful picture of Suri is reprehensible."

The lawsuit was filed in a Los Angeles federal court.

An email message left for a spokeswoman for Bauer Publishing, which produces Life & Style, was not immediately returned.

Cruise and Suri's mother, Katie Holmes, were divorced earlier this year. They had been married for six years. The breakup has been tabloid fodder, and Suri often appears in entertainment magazines.

Cruise doesn't like to file lawsuits but felt it was appropriate because "sleaze peddlers" are trying to make money about the actor's relationship with his daughter, Fields said.

"These serial defamers are foreign-owned companies with their global headquarters in Hamburg," Fields said. "They take money from unsuspecting Americans by selling their malicious garbage. Having to pay a libel judgment may slow them down."

If Cruise prevails, Fields said his client would give the money to charity.

Panel: Pregnant women, get whooping cough shot

ATLANTA (AP) ? An expert panel is urging every expecting mother to get a shot preventing whooping cough, preferably in the last three months of her pregnancy to help protect her baby.

The advice follows a frightening resurgence of the dreaded childhood disease. More than 32,000 cases, including 16 deaths, have been reported so far this year, and 2012 is on track to be the nation's worst year for whooping cough since 1959.

It's only the second time a vaccine has been advised for all women during pregnancy. Flu shots were first recommended for them in the 1990s.

The new advice was approved in a vote Wednesday by the government's vaccine advisory panel. Federal health officials usually adopt the group's guidance and promote it to doctors and the public.

Whooping cough, or pertussis, is a highly contagious disease. Its name comes from the sound children make as they gasp for breath.

Despite long-standing childhood immunizations, cases have been climbing in the past decade. Most are infants two months and younger ? too young to be vaccinated because their immune systems are too immature.

Health officials increasingly have pushed to get older children and adults vaccinated, to reduce the number of carriers who might infect vulnerable infants. An estimated 30 to 40 percent of infected newborns got the disease from their mothers.

In recent years, a combination vaccine ? that included protection against pertussis? was offered to women immediately after they gave birth. Then after a whooping cough epidemic in California, the panel last year recommended a one-time dose of a combination vaccine for expectant mothers, either before or during pregnancy.

But fewer than 3 percent of pregnant women have gotten the vaccination, according to the Centers for Disease Control and Prevention.

Worse, recent research has shown the whooping cough vaccine's protection doesn't last as long as previously thought. A recent study found women vaccinated within two years of their pregnancy had relatively few antibodies to pass on to their newborns. That included women vaccinated early in their pregnancy, said Dr. Mary Healy, the Baylor College of Medicine researcher who led the study. That suggests women need to be vaccinated during the third trimester for it to really have an effect, she said.

Despite the overwhelming vote tally, several members of the panel voiced uneasiness with a lack of data on how effective and safe such a recommendation will be for mothers and newborns.

CDC officials acknowledge they have data on only hundreds of women who got the shots during pregnancy. What's more, the vaccine is only licensed to be given to adults once. Under the new recommendation, women who raise large families may be getting the vaccine three or four or more times.

But CDC experts repeated there's no evidence of serious risk to either mothers or newborns. And they estimated that enacting the recommendation could reduce whooping cough cases by 33 percent, hospitalizations by 38 percent and deaths by 49 percent.

"The benefits of vaccination outweigh the theoretical risks," said Jennifer Liang, a CDC epidemiologist who presented the benefit estimates to the panel.

The number of cheerleaders injured each year has climbed dramatically in the last two decades. Common stunts that pose risks include tossing and flipping cheerleaders in the air and creating human pyramids that reach 15 feet high or more. In a new policy statement released online Monday in the journal Pediatrics, the American Academy of Pediatrics says school Sports associations should designate cheerleading as a sport, and make it subject to safety rules and better supervision. N.D. State Mental Hospital No Longer Treating Teens | NewsDakota

JAMESTOWN, N.D. (AP) ? North Dakota?s state mental hospital in Jamestown is getting out of the business of treating teenagers.

Superintendent Alex Schweitzer says adolescents with psychological problems or addiction issues now will be treated at private facilities around the state.

Teens with disabilities will be placed at the state Developmental Center in Grafton.

Schweitzer says the State Hospital will close its adolescent care facility within six months.

Schweitzer tells The Forum newspaper (http://bit.ly/XOsjzs ) that when he came to the State Hospital in 1995 it had 35 beds for teens. He says the facility now sees only about a dozen referrals a year because of a trend toward more community-based care.

The State Hospital will continue to treat adults with psychological or addiction issues, and also house committed sex offenders.

Green tea drinkers show lower cancer risks

NEW YORK (Reuters Health) - Older women who regularly drink green tea may have slightly lower risks of colon, stomach and throat cancers than women who make no time for tea, a large study suggests.

Researchers found that of more than 69,000 Chinese women followed for a decade, those who drank green tea at least three times a week were 14 percent less likely to develop a cancer of the digestive system.

That mainly meant lower odds of colon, stomach and esophageal cancers.

No one can say whether green tea, itself, is the reason. Green-tea lovers are often more health-conscious in general.

The study did try to account for that, said senior researcher Dr. Wei Zheng, who heads epidemiology at Vanderbilt University School of Medicine in Nashville.

None of the women smoked or drank alcohol regularly. And the researchers collected information on their diets, exercise habits, weight and medical history.

Even with those things factored in, women's tea habits remained linked to their cancer risks, Zheng noted.

Still, he said in an email, this type of study cannot prove cause-and-effect.

What's more, past studies have so far come to conflicting findings on whether green-tea drinkers really do have lower cancer risks. All of those studies are hampered by the fact that it's hard to isolate the effect of a single food in a person's diet on the risk of cancer.

Really, the only types of studies that can give strong evidence of cause-and-effect are clinical trials, wherein people would be randomly assigned to use green tea in some form, or not.

But few clinical trials have looked at whether green tea can cut cancer risk, and their results have been inconsistent, according to the National Cancer Institute.

There is "strong evidence" from lab research - in animals and in human cells - that green tea has the potential to fight cancer, Zheng's team writes in the American Journal of Clinical Nutrition.

Green tea contains certain antioxidant chemicals - particularly a compound known as EGCG - that may ward off the body-cell damage that can lead to cancer and other diseases.

For their study, Zheng and his colleagues used data from a long-running health study of over 69,000 middle-aged and older Chinese women. More than 19,000 were considered regular green-tea drinkers. (They had the beverage at least three times per week.)

Over 11 years, 1,255 women developed a cancer of the digestive system. In general, the risks were somewhat lower when a woman drank green tea often and for a long time.

For example, women who said they'd regularly had green tea for at least 20 years were 27 percent less likely than non-drinkers to develop any digestive system cancer. And they were 29 percent less likely to develop colorectal cancer, specifically.

None of that proves you should start drinking green tea to thwart cancer.

Women who downed a lot of green tea in this study were also younger, ate more fruits and vegetables, exercised more and had higher-income jobs. The researchers adjusted their data for all those differences - but, they write, it's not possible to perfectly account for everything.

If you want to start drinking green tea, it's considered safe in moderate amounts, says the National Center for Complementary and Alternative Medicine. But the tea and its extracts do contain caffeine, which some people may need to avoid.

Green tea also contains small amounts of vitamin K, which means it could interfere with drugs that prevent blood clotting, like warfarin. Since many older people are on multiple medications, it's wise for them to talk with their doctors before using green tea as a health tonic.

New Poll Shows Presidential Race Still Deadlocked

The race between President Obama and Republican challenger Mitt Romney is deadlocked among likely voters in the Nov. 6 general election, according to a new NBC News/Wall Street Journal poll released on Sunday.

The poll indicates a slight shift in Romney?s favor since late September, when the GOP presidential nominee trailed 49 percent to 46 percent among likely voters in the two news organizations' polling.

The newest poll shows Obama with a slight advantage among a wider universe of registered voters. That finding, consistent with other surveys, suggests that if Republicans are successful in denying Obama a second term, it will be driven in part by a turnout advantage over the Democrats.

Obama and Romney are tied among likely voters in the poll, each with 47 percent of the vote. Among all registered voters, Obama holds a lead over Romney, 49 percent to 44 percent.

The poll also shows a significant gender gap, with Romney leading among male voters likely to cast ballots, by 53 percent to 43 percent, while Obama leads among women likely to vote, 51 percent to 43 percent.

Ahead of Monday?s presidential debate over foreign policy, the poll reported Romney had closed the once wide gap over which candidate could better manage the country?s international affairs. Obama led by just 3 percentage points over Romney when respondents were asked who would be a better commander-in-chief, 44 percent to 41 percent, a 5-point swing toward Romney from late September.

But that question was asked of registered voters, a group generally more favorable to Romney, meaning his advantage on a key foreign policy question is possibly smaller, if not erased entirely, among likely voters.

Obama maintained large leads on several other important metrics, such as likeability, dealing with issues of concern to women, and looking out for the middle class.

Senior Obama adviser David Axelrod dismissed the poll Sunday on NBC's Meet the Press, pointing out that the network had sponsored polls this week showing the president with a sizable lead in the battleground states of Iowa and Wisconsin. Axelrod said he is more focused on early voting, which he says has favored Obama, than public polling, which he called ?all over the map.?

Regardless, he added, it?s not a surprise that the race would be close with two weeks left. ?If you look back on tape, every time I've visited with you, I've predicted this is going to be a close race,? he said.

Sen. Marco Rubio, R-Fla., pointed to a shrinking gender gap as evidence that Obama?s message to women is starting to wither because he doesn't talk enough about his plans to turn the economy around in his second term.

?What?s he going to do the next four years so women can find jobs?? Rubio asked. ?That?s the number one issue in America. That?s the number two issue in America.?

The poll was conducted Oct. 17-20 by Democratic pollster Peter Hart and Republican pollster Bill McInturff. It consisted of interviews with 1,000 registered voters, 816 of whom were deemed likely to vote. The margin of error for the full poll was plus-or-minus 3.1 percentage points, with a slightly higher margin of plus-or-minus 3.4 percentage points for likely voters.

Review: Hip To Be Square ? A Look At The Devastator #6 ?Indie ...

Founded in 2009 by two LA comedy writers and funded through a popular Kickstarter campaign in 2010 ? satire magazine, The Devastator, releases its sixth issue on Tuesday, October 16. The multimedia zine -known for working with the cr?me de la cr?me of comedy writing and cartooning ? is taking a swipe at all things hip(ster) in this issue, aptly titled ?Indie?.

As with any anthology there are highs and lows in The Devastator #6. What marks the difference between the successful and unsuccessful contributions is how creatively the tenets of ?hipsterdom? are handled by contributors.

There?s only one certainty about the word hipster ? that people don?t like being called one. However: The components of the hipster stereotype are pretty well established. To be hipster, one must possess esoteric tastes, ironic detachment and unfortunate facial hair ? amongst other qualities non-hipsters surely don?t understand.

The weaker pieces in this issue merely enumerate hipster traits and rely on their mention as the punch line. The successful contributions take the fixed gear bikes and the taste for vinyl and present them in novel and entertaining ways.

?Robocop in Poetic Justice? by indie cartoonist Tom Van Deusen is a good example of the type of material we?d like to see more of in future issues of The Devastator. After forced retirement, Detroit?s favorite crime fighter prints a poetry chapbook and takes it to the Portland Zine Symposium with ironically tragic results. This is a fun premise which is efficiently and engagingly executed in just one page byVan Deusen.

Another highlight (and a personal favorite) is ?Barry?s Time Machine? by Miki Grover and Matt Taylor. In the midst of a pissing contest over which of his friends liked Neutral Milk Hotel first, the title character decides to jump back in time. Along the way, Barry makes sure to like anything and everything before everyone else. (This, of course, given the rules of the space/time continuum backfires on Barry and causes him to be the last to like everything.) The story is a fun and creative twist on hipster elitism.

The indie stereotype on the whole is fairly overstated and muddled in popular culture these days. Does shopping at Whole Foods qualify you as a hipster? What?s the status of ironic t-shirts these days? It is this state of generalization that contributes to some of the missteps in this issue.

For example: ?Service with a Smirk? -a collection of comment cards from fictional indie stores- is an example of a piece that reads like a list of random hipster-esque traits with no real punchline. Where the successful pieces in this anthology take the established tropes of being a hipster and twist them in some unexpected to elicit comedy ? this piece is just simply too meta to work ? which makes it into that which the issue should be making fun of.

This magazine is formatted to be equally comprised of both text-based contributions and comics. The most ambitious of the text portions is the B-Side (a staple of the magazine, starting with Issue #2) titled ?Invasion of the Klostermen.? This is a War of the Worlds style tale about alien zombie clones of novelist/essayist Chuck Klosterman attacking and razing the city of Chicago. The bearded, bespectacled beasts lay waste to the city while spouting semi-obscure pop culture analysis. While Klostermen is overly rife with the mention of things all things hip, this choice fits with the over the top tone of the parody and combined with the great pulp style cover is easily one of the best parts of the issue.

While it?s not all gold, it?s pretty clear that the contributors at Devastator are creative, talented, funny folks who put together a great looking final product. (We?re definitely looking forward to seeing Issue #7, which is due out in the spring of 2013.) In the meantime, Issue #6 ?Indie? is a densely packed read with a variety of fun to be found page after page. Despite a few missteps, this is a promising issue, and we here at Bleeding Cool HQ are looking forward to watching the evolution of this publication.

LOS ANGELES -- The father of pop star Britney Spears was terrified by his daughter's deepening drug addiction as her life spiraled out of control five years ago, his attorney told jurors on Friday.

"Jamie (Spears) was living in constant fear that he was going to look at the TV one day and see Britney was dead," said Leon Gladstone, Jamie Spears' attorney.

Gladstone's remarks came on the second day of a civil trial that has pitted the singer and her parents against Sam Lutfi, who was one of her closest friends in 2007 and early 2008 and who described himself as her manager at that time.

Lutfi, now 38, was considered to be Spears' live-in "gate keeper" who determined who was allowed to see her during her personal and career meltdown in 2007.

He is suing the singer for a chunk of her earnings at that time.

Lutfi also is suing Spears' parents, Jamie and Lynne Spears. He claims Jamie Spears punched him in the chest at Britney Spears' Los Angeles area home in January 2008, and that Lynne Spears libeled him in her book, "Through the Storm," published later that year.

The trial has lifted the lid on a tumultuous period when Spears famously shaved her head, was twice placed on psychiatric holds, lost custody of her children and was placed under her father's conservatorship, giving him control of her health and finances.

Depressed and addicted for years
Gladstone said that Jamie Spears had been trying to get his daughter to go to rehab after her 2006 divorce from Kevin Federline and at one point he convinced Federline to obtain sole legal custody of their two young children, Gladstone said.

While the "Toxic" singer's problems began to reach their a peak after her divorce from Federline, her spiral into depression began years earlier, Gladstone said.

The once-happy and humble pop star became angry and impulsive in 2003 after breaking up with fellow superstar Justin Timberlake, Gladstone said. That was the year she went to Las Vegas and ended up getting married to a childhood friend - a marriage that lasted 55 hours.

Gladstone described how Jamie Spears went to see Britney at a Los Angeles hospital in 2007, and found her strapped to a gurney and yelling.

"He is scared to death," Gladstone said, "and he's thinking to himself, 'My daughter has lost everything. Here she is, in a psychiatric ward, out of her head.'"

From gas station to superstar manager
Lutfi is seeking 15 percent of Spears' income over several months in 2007 and 2008, when he said he managed her. She earned $800,000 to $1 million per month over that period, attorneys said.

Before that, Lutfi had worked at a gas station and the only proof he was her manager was a mostly blank form contract Lutfi had downloaded from the Internet and an oral contract with the singer, said attorney Joel Boxer, who is representing Spears' estate.

"Sam Lutfi never conducted himself as if he was Britney's manager," Boxer told jurors. "Mr. Lutfi did not earn a dollar for Britney."

Spears' income at the time resulted from deals brokered before Spears even knew Lutfi, Boxer said.

Lutfi's attorney, Joe Schleimer, argued in opening statements on Thursday that Lutfi had a valid deal with the pop star, and tried but failed to keep her out of trouble.

Attorneys for the singer's family and estate say Lutfi tried to take control of her and keep her away from her family.

On the alleged assault by Jamie Spears, Gladstone said on Friday that the worried father merely touched Lutfi to get his attention.

Spears, now 30, has since made a comeback with world tours hit albums and a new job as a judge on TV talent show "The X-Factor."

She was not in court on Friday and is not expected to attend the trial although her parents are expected to testify. The trial will continue next week.

With billions of dollars in credit card fraud every year, shoppers may be looking for more secure ways of doing their business. One such way is to use ?temporary? credit card numbers.

They?re sometimes referred to as ?virtual? or ?disposable? numbers. They work in a variety of ways; while not foolproof, they may help consumers to head off abuse or misuse of their credit cards.

Most issuers of major credit cards will let you use a number (not the one on your plastic card) temporarily, often for just a single purchase. After that transaction is complete, the number becomes worthless to a thief or anyone else. The number is truly disposable, so even if a thief gets access to it, the number can?t be used for unauthorized purchases.

You use that number as you would your regular credit card, and your transactions show up on your regular credit card bill. Just as you save receipts from your regular credit card purchases, you should hang onto receipts from any temporary numbers you use.

Every issuer has its own rules for issuing temporary numbers; some tie the service to their online banking and may require you to sign up for it. Others offer a downloadable program that will pop up when you make an online purchase and ask if you want to use a virtual number. Still others require that you log onto their website when you want a virtual number.

What you should not do is click on anything in an unsolicited email offering you a temporary number. That?s likely a phishing scam, designed to harvest your personal information. Since the whole point is to keep that information away from the bad guys, don?t give it away to someone you don?t know. Also, when dealing online, make sure the websites you visit are the ones that truly match your intended destination, not some crook?s computer. Type in the address yourself, or use a bookmark if you?ve made one, rather than clicking on a look-alike link.

You also can request to use a disposable number more than once, and this is where things can get a bit tricky. Discover uses the term ?secure account numbers,? and they expire on the same date your regular card expires. Bank of America calls its service ?ShopSafe,? and its numbers expire after one year. Those types of temporary numbers are useful to people who want to use virtual numbers when they pay recurring charges.

Disposable numbers also can help prevent repeat charges that you don?t want. Say you sign up for a trial offer of some service at an introductory discount rate. Pay initially with a one-purchase number you?ve generated, and the vendor won?t be able to bill you automatically for a renewal.

The flip side of that issue concerns returns. A retailer who is unfamiliar with temporary numbers may hesitate to refund money on a number that?s no longer valid. A buyer heading into the holiday season might request that the temporary number be valid for two or three weeks into the new year, in case returns are necessary.

We?re told people who go through the process of credit repair often choose to use temporary numbers. The practice may give nervous consumers some reassurance, but they can?t defeat all fraud; as long as a disposable number is active, thieves might still make bogus charges with it. Some experts advise using only one-time numbers and that each number applies to a specific merchant.

FCC updates small business cybersecurity planner | FedScoop

The Federal Communications Commission unveiled an updated 2.0 version of its ?Small Biz Cyber Planner,? as part of National Cybersecurity Month.

The enhanced cyber planner features new details about cyber insurance to mitigate interruptions to business and financial loss from cyber attacks, and best practices on avoiding spyware.

It also incorporates the immediate steps to take in case of infection, and recommendations on installing new software systems that enable users to remotely track and erase the hard drive of laptops and mobile devices in the event of theft.

Launched in 2011, the tool has already been used by nearly 10,000 businesses across the country to create customized cybersecurity plans.

New research by Symantec, an FCC Cybersecurity Outreach Partner, indicates that nearly 83 percent of U.S. small businesses have no cybersecurity protection plan.

Chairman Julius Genachowski urged all small business owners to take advantage of this valuable resource, and also announced new and renewed partnerships with public and private sector organizations, including Symantec, eBay, Visa, the U.S. Department of Homeland Security, the National Cyber Security Alliance, and others.

America?s small businesses are vital drivers of innovation, economic growth, and job creation ? and they?re using the Internet more and more every day. While broadband is creating significant opportunities for small businesses, the cost of cyber attacks are a real concern,? said Genachowski.??We know that not having a plan leaves small businesses vulnerable to cyber attacks. Quick primer on MLS weekend ahead

A full round of nine matches between Saturday and Sunday will further shape the playoff race as teams continue to jostle for position ? and some keep hoping to squeeze in.

Here are three that most intrigue us due to their post-season implications:

Sporting Kansas City at New York

The feature match will be in New Jersey, where two East beasts meet at Red Bull Arena. One more point may just do for Sporting Kansas City, trying to tie off the Eastern Conference crown. Then again, if New York can take all the points, Hans Backe?s team may just escape that 4th- vs. 5th-place playoff match, so the Red Bulls have a lot on the line as well.

The subplot here is that, at this point, anything might help Backe?s personal fate; the ground beneath his Swedish feet seems perilously unstable. And every team wants to dodge the tax and toll of that extra, impending playoff match, which means New York has to move out of 4th place. At the very least, Thierry Henry and Co. will want to hold that fourth spot and host the midweek 4 vs. 5 playoff match, rather than slipping to 5th and be forced into the additional travel.

Columbus at D.C. United

About three weeks ago, this one looked massive for both teams. But Ben Olsen?s side from RFK Stadium just kept ticking off the 1-0 wins, so the playoff spot is all but in the bag. Any point over the remaining two matches will do now, clinching United?s first playoff spot since 2007.

For the visitors, Saturday could bring Waterloo. A loss to D.C. United combined with a Houston win eliminates Columbus. And considering that this would be four years under manager Robert Warzycha without a playoff series victory, you have to wonder about his future in Ohio.

It?s not over yet, but the Crew desperately needs a win in a tough place to find one: Olsen?s team is 11-1-4 at home this year.

Philadelphia at Houston

The Dynamo remains unbeaten at its new BBVA Compass ground, which is commendable. On the other hand, too many draws have left Dominic Kinnear?s team too close to the bottom for comfort. Three ties in the last six weeks (including two against sides that will not make the playoffs) means the Orange left six points on the table, and how big would those points look right now?? I?ll tell you exactly how big: rather than sitting nervously in fifth, with Columbus breathing right up their BBVA backside, the Dynamo would be tied with Chicago for second.

So, here?s another chance at home against a team that won?t make the playoffs. But it is a dangerous Union team, young and talented. Just ask Chicago, which fell to Philly at home two weeks ago.

FC Dallas has a ginormous hill to climb, needing two wins in its last two matches and then some assistance in a Vancouver stumble, so that?s too far-fetched to even talk about (for this week, anyway).

First oil nears for Kazakhstan's supergiant field

KASHAGAN OILFIELD, Kazakhstan (AP) ? The manmade islands that are home to Kazakhstan's mammoth Kashagan oilfield project rise like a mirage to the boats churning through the shallow waters of the Caspian Sea.

Creating them has been a gargantuan feat but the real test is yet to come, as uncertainty persists on when the first oil will actually be drawn, although that's expected sometime next year.

When surveyors confirmed in 2000 that Kazakhstan had a new supergiant oil reserve, the world's energy companies reacted with glee. It was the type of find that had no longer seemed possible. Nothing that big had been seen in four decades.

Kazakhstan's President Nursultan Nazarbayev branded the Kashagan field, which some believe holds up to 13 billion barrels of recoverable oil, as the great hope for the future of his fledgling Central Asian nation.

Yet developing a remote offshore site half the size of Delaware that is blighted by weather ranging from blazing to glacial has proven difficult. The northern section of the landlocked Caspian Sea is extremely shallow compared to most offshore energy projects. That makes transporting heavy equipment a problem, as deep-hulled vessels can't be used. The area's fragile ecosystem is also the site of spawning grounds for endangered sturgeon, birthing habitat for the rare Caspian seal and migratory sites for numerous birds.

Delays in the Kashagan project have also strained relations between the oil companies developing it ? from Italy, France, Holland, the United States and Japan ? and the government of Kazakhstan.

Kazakhstan, a mainly Muslim nation four times the size of Texas that borders Russia and China, gained independence after the 1991 collapse of the Soviet Union. It's a thinly populated steppe nation of 16.5 million people that has grown wealthy off of several major oil projects and other substantial mineral reserves. Many locals, however, complain that the country's riches are poorly distributed.

ON THE ISLANDS

Away from the politics, technicians on Kashagan's hub island ? two long, narrow mazes of wells and processing modules linked by a bridge to form what is known as D-Island ? exude pride in what they have achieved.

"In 2004, when we first started, the island was just a small box," said Giancarlo Ruiu, offshore project manager with Agip KCO, a subsidiary of the Italian oil giant ENI, which has led the work on Kashagan. Other companies in the consortium are Shell, ExxonMobil, Total, ConocoPhillips, Inpex and Kazakhstan's state-owned KazMunaiGaz.

The rocks and sand needed to build up D-Island and its four satellite islands were laboriously transported from the once-vibrant fishing port of Bautino, some 350 kilometers (217 miles) to the south.

But when the wind pushes the Caspian's lime-green waters south, in effect tilting the entire sea to below-navigable levels, the 18-hour summertime boat trip can become impossible, forcing workers to rely on helicopters. In the winter, ice breakers are deployed to clear paths for convoys to make the stultifying 36-hour voyage.

To protect D-Island from destructive ice drifts, a defensive ring had to be erected.

"You can occasionally get very rare conditions, where it is partially melted, and the water and semi-melted ice becomes like a lubricant. And when you get a surge of the ice, it can move very quickly," said Robert Dunkley, head of information and design at Agip KCO.

The construction team used a computerized system to carefully place tons of material, using building techniques similar to those that created Dubai's palm tree-shaped islands.

"We used to say that you are just dumping rock," Ruiu said. "(But) every single placement of rock was done with GPS control" to calculate depth and location.

In all, some 200,000 tons of concrete, enough to fill 50 Olympic swimming pools, and 600,000 truckloads of rock were used to form D-Island.

The island is now a dense forest of barges housing facilities such as gas injection equipment and emergency generators from Norway, Italy and Dubai.

In parallel with the construction, 12 wells were put down on D-Island to begin tapping into the highly pressurized reservoirs of sulfurous oil located 4,200 meters (13,780 feet) below the seabed. Another eight wells are primed to go on the smaller A-Island, while drilling is still ongoing to complete a further 20 wells on three remaining islands by the end of 2016.

In the meantime, thousands of laborers in orange suits work on the islands and sleep in floating apartment blocks during monthlong shifts. Sometime next year, the workforce on D-Island will be scaled down to 240 people and the largely automated offshore operations will be run from a high-tech control room.

IT WAS A GAMBLE

When test crude at Kashagan was discovered in 2000, oil prices were around $30 per barrel. This made any massive investment on a problematic energy project seem potentially foolhardy, but could also keep costs down.

The price of oil more than tripled over the decade, however, which sent outlays for energy-intensive construction labor, equipment and materials soaring as well.

More than $30 billion has been spent so far on the Kashagan project, way more than its original $10 billion estimate. The final bill for the Phase 1 development stage could even gallop past $45 billion. That figure will swell more with Phase 2 drilling at other patches of the field.

"It's not going to be profitable for the companies until you get into Phase 2," said Andrew Neff, Moscow-based senior analyst with IHS Energy. "Phase 2 is supposed to be by 2018-2019 and there hasn't been any progress in the last two years as far as I'm aware."

Kazakhstan has been irritated by the frequent postponement of the first oil, which over-optimistic planners had once said would start by 2005.

Kashagan operates under a production-sharing agreement where international companies pay for the exploration and development costs. Returns are shared between investors and the government on a sliding scale.

Now that Kazakhstan is growing increasingly rich on oil from other fields, it negotiates from a position of strength and has sought to adapt the deal to more favorable terms. The government is eager to begin receiving oil royalty payments and the state-owned KazMunaiGaz is due a share in the profits as a 16.85 percent owner.

"Everybody has been looking at Kashagan as this great cash cow coming down the road soon," Neff said.

While a KazMunaiGaz chief executive predicted a few years ago that Caspian oil would boost the country's annual oil production up to 180 million tons ? equivalent to 1.3 billion barrels ? by 2015, officials now have tamped that down to 90 million tons.

To reach that target, Kashagan will need to deliver 370,000 barrels of oil a day.

The production-sharing agreement expires in 2041 ? a date that is distressingly near to consortium members, considering the size of their investments. On the bright side for the companies, oil was selling for around $92 a barrel this week.

"We know the life of this field is much longer than 2041," said Alain Guenot, planning director of North Caspian Operating Co., the joint venture that manages Kashagan. "Everybody would like to extend the (deal)."

While Kazakh officials and oil executives are eager to start pumping, workers on the ground are more sanguine.

"Without production, we don't have revenue, they don't have revenue, and they'd like to have revenue as soon as possible," Guenot said. "(But) we're not going to start this plant if we're not sure that it's properly finished."

28 Holy Cross Students to be Inducted into Jesuit Honor Society ...

Twenty-eighty students from the class of 2013 at the College of the Holy Cross will be inducted into Alpha Sigma Nu, the Jesuit honor society, on October 28. Alpha Sigma Nu seeks out students at Jesuit institutions of higher learning who embody and live out the values of scholarship, loyalty and service. Candidates in the top 15 percent of their class are invited to apply, and from this group, membership is awarded to only four percent.

Music Platform 7digital Nabs $10 Million In Funding To Expand Its Profitable Activities

Construction up in September

Construction permits for single family housing jumped 6.7 percent from August 2012. Despite the increase, construction remains 69.7 percent below the peak reached in September 2005.

Single family housing permits, the most leading of indicators, jumped 6.7% from August to 545K single family units (SAAR), and increased 27.3% above the level seen in September 2011 but still remained an astonishing 69.7% below the peak in September 2005.?

Single family housing starts increased 11% from August to 603K units (SAAR), and climbed 42.9% above the level seen in September 2011 but still remained 66.9% below the peak set in early 2006.?
