Sara Wright, Indiana Teacher, Swaps Exercise Balls For Desk Chairs In 5th-Grade Classroom

Students in Sara Wright's fifth-grade class are embracing a new seating arrangement -- without chairs.

The Wea Ridge Elementary School teacher in Lafayette, Ind., has swapped desk chairs for exercise balls, a move inspired by research on ramping up classroom motivation, WISH-TV reports.

"It said it really increased their attention span because their body is engaged and their mind is engaged," Wright told the station. "It's also burning calories so they're not as fidgety throughout the day."

A 2003 study by the American Journal of Occupational therapy concluded that the use of exercise balls improved behavior and legible word productivity among students with attention deficit hyperactivity disorder. Researchers also found that both teachers and students preferred therapy balls to regular desk chairs.

And while the experiment is still in its early stages at Wea Elementary, Wright said she's already seeing some preliminary results. She told the Journal and Courier that her students are more attentive and fewer are turning in late assignments. The kids agree.

"I think they're really nice because it's really good for your back when you're just sitting on them, and it makes me concentrate a lot and our class has been a lot nicer to people that walk in the room," fifth-grade student Bess Wheeler told the Journal and Courier.

The change in Wright's classroom was made possible by $1,000 in donations received through a one-week Donors Choose campaign. Other teachers are keeping an eye on her students' progress to decide whether to adopt the same strategy in their own classrooms.

"I'm the guinea pig," Wright told the Journal and Courier.

The experiment at Wea Elementary has been far better received than another holistic classroom approach in California. A twice-a-week yoga program in the Encinitas Union School District had parents of the southern California school system slamming the initiative as religious indoctrination.

The program was launched in half of the district's schools to promote student mental and physical health, but parents have threatened legal action over its constitutionality.

Automakers gear up for a green holiday season

If the upcoming L.A. Auto Show is any indication, American motorists are in for a green holiday season.

A preliminary estimate shows as many as 50 new cars, trucks and crossovers will make their debut during the annual event, the first big U.S. auto show of the 2013 model?year.?

A sizable chunk of those new models will be battery-based, including everything from conventional hybrids to pure battery-electric vehicles. But the L.A.?show also will point out how even conventional gasoline powertrain technology continues to become more and more environmentally friendly.

Among the most significant debuts already announced for Los Angeles, Honda will introduce its first plug-in hybrid-electric vehicle, the Accord PHEV.??

Ford will offer a pair of its own plug-ins, the Fusion Energi sedan and the C-Max Energi ?people-mover.???

The list of pure battery-electric vehicles, or BEVs, will include the new Fiat 500e and the Chevrolet Spark EV, General Motors first fully electrified model since it pulled the EV1 from production just before the turn of the new Millennium.

During a recent two-day media background session, GM revealed some ambitious plans for its electrification program ? which began with the December 2010 launch of the Chevrolet Volt plug-in and which will soon add both the Spark EV and the upcoming Cadillac ELR plug-in. In all, the maker hopes to sell 500,000 battery-based vehicles between now and 2017.

?Plug-based solutions will play a significant role in our technology portfolio going forward,? said global product development chief Mary Barra.

Nissan may be even more ambitious.? Before the end of the decade, it intends to be selling as many as 500,000 battery-based vehicles annually, with products including the planned Infiniti LE battery-electric vehicle set to join the Nissan Leaf it launched about the same time the Chevy Volt hit showrooms.

For its part, the Fusion and C-Max Energi plug-ins will be part of a wave of eight advanced battery vehicles Ford plans to launch within the next couple years, according to Ken Czubay, the maker?s vice president of U.S. Marketing, Sales and Service.

But not everyone is quite so upbeat. Though he will try to wear a smile during the debut of the 500e, Fiat/Chrysler CEO Sergio Marchionne has dubbed battery cars ?economic lemons,? a reference to the reality that the underlying technology is so expensive manufacturers have to absorb a significant portion of the price tag in order to win over consumers.??

By some estimates, the current crop of BEVs and PHEVs cost at least $10,000 more to produce than they are selling for ??before a buyer works in the available federal and state tax credits.

And even then, a new study by J.D. Power and Associates warns that, ?Electric vehicles will remain a very small part of the U.S. market unless automakers can lower prices and demonstrate the economic benefits to consumers.?

No wonder the brand new Honda Fit EV and Toyota RAV4-EV models that will be displayed in L.A. will only be sold at a limited number of California dealerships for at least the next few years.? Critics deride those offerings as ?compliance cars,? built only to satisfy strict zero-emission vehicle, or ZEV, mandates enacted by the demanding California Air Resources Board.

?No one wants to be locked out of the California market,? acknowledges John Mendel, the top American executive at Honda, one of the major makers required to meet the ZEV rules.

Ironically, the L.A.?Auto Show will, yet again, give skeptics the opportunity to promote alternatives to battery power.? The new Dodge Dart Aero model approaches the fuel-efficiency of comparably sized hybrids, note the organizers of the annual Green Car of the Year Award which is announced during the media days at the LA show.

The new Mazda CX-5 SkyActiv crossover will also be in contention, another model that relies on the latest breakthroughs in conventional gas power.?

And the Ford Fusion was named a finalist as much for its advanced, gas-powered EcoBoost engine as for its hybrid and plug-in hybrid options. Only the new Toyota Prius C and Ford C-Max models, among the five finalists, are exclusively battery-based.

The Green Car of the Year Award has notably honored diesels on several occasions. And past winner Audi will bring four new diesels to the LA Auto Show this year, including high-mileage versions of its A6, A7, A8 and Q5 models. Set to start rolling out next year, they?re expected to deliver hybrid-like fuel economy ?but without sacrificing performance,? proclaims Audi of America President Scott Keogh.

While Californians may like to think of their state as the greenest in the country, the reality is that they still appreciate muscle. According to Mercedes-Benz, a full 25 percent of all the maker?s high-performance AMG models are sold in Southern California.

So, no surprise that among the several debuts planned by the German maker it will reveal the fastest production car it has ever built, the 622-horsepower SLS AMG Black Series. (For the moment, Mercedes has not yet committed to bringing a battery-powered version of the 2-seater, the SLS E-Cell, to the U.S. market.)

Bentley, Jaguar and Porsche will also reveal new high-performance products at the LA Convention Center. But these days, one can be mean and green. Or, at least, greener. The new Porsche Carrera 4S will get a big bump in horsepower ? even while delivering about 15% better fuel economy than the outgoing model.

And BMW will bring to LA a version of its upcoming i8 plug-in, the first in a new line of sporty, battery-based vehicles that will also include the i3 battery-electric city car.

The LA Auto Show has a tradition of focusing on green technology.? But California itself has a history of setting the trends that eventually sweep across the rest of America. So what you see at the Los Angeles Convention Center later this month is likely to influence what you drive wherever you live in the years ahead.?

Razer Gaming Keyboards are Full-Featured for Serious Play [REVIEW]

If you find yourself spending a lot of time on your PC gaming but you?re still using a regular keyboard, you may get frustrated. For those looking for a serious keyboard for their gaming lifestyle, Razer has two unique products for you.

The two newest Razer gaming keyboards are decidedly high end. The Razer BlackWidow and Razer DeathStalker Ultimate both offer a variety of features for gamers who want to play more accurately and comfortably.

The BlackWidow

The Razer BlackWidow, pictured above, is a mechanical gaming keyboard. You don?t really appreciate mechanical keyboards until you?ve used them for a while: Every key is its own independent switch, as opposed to most modern keyboards, which are set on a membrane. This independence means you don?t have to press down the key as far for it to register, and that the keyboard just feels better for typing.

One downside of this is that you?ll hear each key clack as you type, so in hot and heavy gaming moments your keyboard will be very loud. This may not make you very popular if you are using voice chat while gaming (as I found out first hand). That?s not a fault of this keyboard in general, but something that?s very important to know before purchasing any mechanical keyboard.

The Razer BlackWidow feels stable to use because of its mechanical keys, and because it weighs over 3 pounds. You never feel like it will slide around as you?re typing or playing. The keys are also very easy to see as well ? it comes in backlit varieties, though the model I tested just had high-contrast letters. There is also an audio out and mic in line attached, as well as a USB patch cable so you gain more ports, meaning it integrates well into your gaming setup.

This keyboard can also quickly record macros, which are single keystrokes that can function as multiple key presses. It can record onto 10 profiles that pair with your most often-played games. There?s also the handy ?gaming mode? that disables the Windows Key and Alt-Tab, so you don?t accidentally switch out of whatever you?re playing.

The Razer BlackWidow retails for $125, and it quickly becomes easy to see why you?d want to spend the money after switching back to a normal keyboard. It?s a great complement to whatever you?re doing on your PC.

DeathStalker Ultimate

The Razer DeathStalker Ultimate is the most customizable keyboard I?ve ever encountered. It?s a bigger than average keyboard ? it includes a built-in wrist rest and an extra section with 10 buttons and a 4-inch touchpad that doubles as an LCD screen on the right side.

The customization starts when you install Razer?s Synapse 2.0 software, which allows you to change all the settings of your keyboard. You can start by tweaking the look: The individually backlit keys will glow with any color you can think of, or even cycle through colors for a particularly psychedelic effect. The touchpad?s LCD screen is the same way: You can program it to display any image you can snag off the internet or your hard drive.

The 10 top-row keys are completely customizable, and I mean completely. You can set them to open any application on your computer or do any in-game actions. You can also decorate these with any image you want. Similar to the BlackWidow, you can switch between 10 profiles depending on what you?re using the keyboard for. There are also built-in profiles for games like Mass Effect 3, Star Wars: The Old Republic and Team Fortress 2. Players can also crank up the brightness to easily see what buttons they?re hitting.

The DeathStalker Ultimate also includes the same macro and programmable button features from the BlackWidow, along with the ability to shut off your Windows Key.

The touchpad and extra keys also have some cool-but-less-useful features, too. You can launch a tiny Facebook browser on the LCD screen, or YouTube, all through the keys. While it was easy to navigate through YouTube?s menus ? thanks to the 10 bonus keys transforming into its most needed features ? I have to wonder why you?d need to watch cat videos on a tiny screen while playing your game. The touch pad was also great and responsive, but I couldn?t find myself using it much.

Unlike the BlackWidow, the DeathStalker Ultimate is not a mechanical keyboard ? it?s a low-profile keyboard with soft keys. It also has an included, non-removable wrist rest that makes it feel a bit like a laptop. Another important hardware note is the keyboard requires two USB ports to function, so it might be tricky for anyone who uses a gaming laptop with an external keyboard, mouse and monitor. There was no USB pass-through like the BlackWidow, so this is really going to be the most functional for someone with at least 4 USB ports.

The $250 price tag is easy to balk at if you don?t need a high level of customization in your keyboards, but for those who want to be able to tweak and access every part of their hardware, the DeathStalker is the way to go.

Onex to buy insurance brokerage from Goldman fund for $2.3 billion

(Reuters) - Canadian private equity firm Onex Corp will buy USI, one of the largest providers of insurance brokerage services in the United States, from Goldman Sachs Group Inc's GS Capital Partners private equity fund for $2.3 billion.

USI, founded in 1994 and taken private in 2007, says it is the ninth largest insurance broker in the United States. It offers property, casualty, employee benefit and retirement consulting services.

Onex Partners III, Onex's $4.7 billion private equity fund, will make an equity investment of about $700 million. Onex is a 25 percent limited partner in Onex Partners III.

Onex, with about $14 billion of assets under management, is a co-investor in the transaction.

USI said its employees, who invested alongside GS Capital Partners to take it private, will remain investors in the company.

The deal is expected to close by the end of the year.

Onex was advised by Morgan Stanley, while GS Capital Partners was advised by Goldman, Sachs & Co and RBC Capital Markets LLC.

Laws don&#39;t curb pricey prostate cancer treatments

(Reuters Health) ? Laws meant to prevent the overuse of expensive healthcare services don?t stop doctors from using pricey prostate cancer treatments, according to two new studies.

Researchers found doctors used robots and special radiation to treat prostate cancer regardless of whether their area had laws requiring government approval before money is spent on healthcare facilities and new equipment.

?Certificate of need laws were designed to align public need with use of different services,? said Dr. Bruce Jacobs, a lead author of one of the studies from the University of Michigan in Ann Arbor.

The U.S. government required states to implement the laws in the 1970s and early 1980s, but stopped a few decades ago. Still, some states continue to use the laws in an effort to control costs.

In each study, the researchers looked at treatments for prostate cancer, which is the most common cancer in American men.

The American Cancer Society estimates that one in every six men will be diagnosed with prostate cancer in their lifetime, but most will not die from it. Past research found that many men?s prostate cancer is slow-growing, and most are candidates for active surveillance or ?watchful waiting.?

In Jacobs?s study, the researchers looked at whether states with strict laws ? those that require approval for even low-cost equipment ? used robotic surgery to remove fewer prostates than states with less strict or no laws.

Jacobs and his colleagues write in The Journal of Urology that the price of such robots, and the questions surrounding whether or not robotic surgery to remove a prostate is better than the old-fashioned way should make it an ?ideal target? for review under the laws.

In September, for example, one of the studies that have questioned the usefulness of robotic surgery found that men who had robotic surgery ended up having fewer short-term complications, but questioned its long-term benefits and whether the hefty price tag of $1.5 million in startup costs is worth it. But another recent study found robotic surgery led to fewer complications, fewer readmissions to the hospital, and fewer deaths due to surgery than traditional methods, according to Intuitive Surgical, the maker of the da Vinci Surgical System.

?That is significant for the patient and for reducing overall costs to the system,? wrote Angela Wonson, a spokesperson for Intuitive Surgical, in an email to Reuters Health.

Overall, in the new study, the use of robotic surgery to remove prostates in Medicare patients increased regardless of whether there were strict, less strict or no laws in place. Also, the chance a surgeon used robots had nothing to do with the laws.

RADIATION AND COSTS

A second study by another group of researchers looked at whether the laws limited the use of intensity modulated radiation therapy (IMRT) or slowed the growth of healthcare costs related to prostate cancer.

IMRT allows doctors to focus radiation beams onto the cancer without harming healthy tissue.

However, the researchers write that IMRT is costly and ? to their knowledge ? has not been compared to other prostate cancer treatments in a randomized controlled trial, which is considered the ?gold standard? of medical research.

In a group of Medicare patients, Dr. Ganesh Palapattu, the chief of urologic oncology at the University of Michigan and the study?s senior researcher, found that areas with the laws actually saw greater growth in IMRT use.

Palapattu and his colleagues found that IMRT use increased from about 2 percent of all prostate cancer treatments in 2002 to almost half in 2009 in areas with the laws.

In areas without the laws, IMRT use increased from about 11 percent of all prostate cancer treatments to about 42 percent over the same time span.

The laws also didn?t seem to help control prostate cancer treatment costs when the researchers compared the price to treat one person with prostate cancer in states with laws, compared to states without laws.

Palapattu told Reuters Health that it may be time to reevaluate the regulations.

?If the goal is to limit the overutilization of more expensive therapies and to improve efficacy or health, then we have to reexamine how we?re doing this,? he said.

Jacobs told Reuters Health that there is more research to be done, because his group?s study did not look at how many applications for equipment may have been turned down by the states? approval board.

?I think if we really want to get to the bottom of how effective these (laws) are, the next step is to really look closely at each state?s process of review,? he said.

Palapattu said he?d also like to see if the findings are the same for non-Medicare patients. But, for now, he said men with prostate cancer should talk to their doctors about which treatment is right for them.

?Newer isn?t always better, and it?s important to have a meaningful conversation with your physician on treatment options and which one might be best for you and why,? he said.

Shredded Police Documents Found At Macy's 2012 Thanksgiving Day Parade

Attendees at Macy's Thanksgiving Day Parade on Thursday were alarmed to discover something unusual littered among the usual multicolored confetti: confidential police documents, shredded but still legible.

WPIX reports that the documents belonged to New York's Nassau County Police Department. Among the information gleaned from the shreds of paper were "social security numbers and banking information for police employees, some of whom are undercover officers." Mentions of Mitt Romney's motorcade -- probably a reference to Romney's appearance at Hofstra University for a presidential debate in October -- were also visible.

The would-be confetti was found by Ethan Finklestein, a college student and New York native, who described the discovery to WPIX:

"It landed on [a friend's] shoulder," Finkelstein told PIX11 News, "and it says 'SSN' and it's written like a social security number, and we're like, 'That's really bizarre.'

It made the Tufts University freshman concerned, so he and his friends picked up more of the confetti that had fallen around them.

"There are phone numbers, addresses, more social security numbers, license plate numbers and then we find all these incident reports from police."

One confetti strip indicates that it's from an arrest record, and other strips offer more detail. "This is really shocking," Finkelstein said. "It says, 'At 4:30 A.M. a pipe bomb was thrown at a house in the Kings Grant' area."

The documents were shredded horizontally, rather than vertically -- "one of the least secure methods," Newsday points out -- which allowed entire lines of text to be easily read.

Macy's has denied that it was the source of the confetti, stating in an interview with WPIX that it's official confetti materials are punched-out pieces, rather than shreds, of colorful paper. Gawker, meanwhile, speculates that the shredded documents "could've come out of any of the countless number of office windows along the 6th Avenue parade route."

A representative for Nassau County Police told WPIX that the Department was "very concerned about this situation. We will be conducting an investigation into this matter as well as reviewing our procedures for the disposing of sensitive documents."

As Newsday notes, the Department "did not address who shreds sensitive police documents, who carts them away, or the progress, if any, of the investigation so far."

At the $57-a-night Motel Caswell in Tewksbury, Massachusetts, just the right amount of wrong is what the federal government says it needs to take the business from the family that has operated it for 57 years.

That amount, it turns out, is tiny. During a recent trial before a U.S. magistrate judge in Boston, a federal prosecutor cited one heroin overdose and 14 incidents in which guests or visitors were arrested for drug crimes at the motel from 1994 through 2008?a minuscule percentage of the 200,000 or so room rentals during that period?to show the business is a "dangerous property" ripe for seizure.

As Russell Caswell, the motel's 69-year-old owner, explained to the Associated Press, "They are holding me responsible for the actions of a few people who I don't know and I've never met before, people who rent a room." Welcome to the topsy-turvy world of civil forfeiture, where property can be guilty even when its owner is innocent.

Under federal law, property used to "facilitate" a drug crime is subject to forfeiture. In 2000 Congress added a safeguard aimed at preventing exactly the sort of injustice Caswell faces: An owner can stop a forfeiture if he shows, by "a preponderance of the evidence," that he did not know about the illegal activity or that, once he discovered it, he "did all that reasonably could be expected under the circumstances to terminate such use of the property."?

Caswell, whose father built the motel in 1955, has not been accused of any wrongdoing, and the local Motel 6, Fairfield Inn, Walmart, and Home Depot have had similar problems with drug activity. But the government argues that Caswell was "willfully blind" to drug dealing and could have done more to prevent it.?

Caswell, who has been running the motel since 1983, says he has no way of knowing what his customers are doing behind closed doors. He has always cooperated with the police, calling them to report suspicious activity and offering them free rooms for surveillance and sting operations.

In 2009 he got his reward: a forfeiture notice. Police had never suggested additional steps he could take to discourage crime or warned him that the motel?which supports him, his mother, his wife, their son, their daughter-in-law, and their granddaughter?could be at risk.

This cruel surprise was engineered by Vincent Kelley, a forfeiture specialist at the Drug Enforcement Administration who said he read about the Motel Caswell in a news report and found that the property, which the Caswells own free and clear, had an assessed value of $1.3 million. So Kelley approached the Tewksbury Police Department with an "equitable sharing" deal: The feds would seize the property and sell it, and the cops would get up to 80 percent of the proceeds.

Under Massachusetts law, by contrast, police would have received only half the loot, and forfeiture may have been harder. State law says a seized property has to be used not just to "facilitate" a drug crime but "in and for the business of unlawfully manufacturing, dispensing, or distributing controlled substances," which suggests a stronger connection.

The Institute for Justice, the public interest law firm representing the Caswells, argues that the federal "equitable sharing" program helps police evade state laws aimed at preventing forfeiture abuses. A 2011 study reported in the Journal of Criminal Justice found that the stricter a state's forfeiture law, the more likely police are to enlist federal help.

Carmen Ortiz, the U.S. attorney for Massachusetts, says taking away the Caswells' livelihood and retirement security sends an "important deterrent message" to "others who may turn a blind eye to crime occurring at their place of business." But to anyone troubled by the guilty-until-proven-innocent rules of civil forfeiture, it looks a lot like legalized larceny.

Elmo actor Kevin Clash resigns amid sex allegation

Kevin Clash, the actor who created the voice and persona of Elmo on Sesame Street, resigned from the children's show today in the wake of a new allegation that he had a sexual relationship with an underage boy.

A federal lawsuit was filed this morning in New York, said Jeff Herman, the attorney for the second accuser, who he identified as Cecil Singleton. It was not yet known how much money Singleton sought in the suit.

It was the second accusation of underage sex made public in the past two weeks against Clash. The first accuser, an unidentified 23-year-old man, later recanted his claim.

Herman said Singleton chose to speak out now in order to "spare the lives of others like him and to begin his own healing process."

"According to our lawsuit, Kevin Clash preyed on vulnerable teenage boys, like Cecil Singleton, to satisfy his depraved sexual interests," Herman said.

Sesame Street: The Voices Behind the Puppets

Singleton, now in his 30s, claimed he met Clash in a gay chat line in the early 1990s and had his first sexual encounter with him when he was 15 years old, according to details of the complaint posted on Herman's website.

During those alleged phone interactions, Clash allegedly "persuaded, induced, coerced or enticed" the teenager to meet him for sexual encounters, gaining his trust by taking him to fancy dinners and giving him money.

Clash did not acknowledge the new allegation, but said he was resigning due to "personal matters."

"Personal matters have diverted attention away from the important work Sesame Street is doing and I cannot allow it to go on any longer. I am deeply sorry to be leaving and am looking forward to resolving these personal matters privately," he said in a statement.

Sesame Workshop, the nonprofit organization behind the popular children's show, said it was a "sad day for Sesame Street."

"Unfortunately, the controversy surrounding Kevin's personal life has become a distraction that none of us wants, and he has concluded that he can no longer be effective in his job and has resigned from Sesame Street," Sesame Workshop said in a statement.

Clash previously acknowledged he had a relationship with the first accuser, calling it "a personal and private matter" between "two consenting adults."

The allegation, which was later recanted, was first brought to the attention of Sesame Workshop by the accuser, though it was not made public until earlier this month.

Sesame Workshop said it took the allegation "very seriously" and had taken "immediate action," but after an investigation, which included interviews with Clash and his accuser, found the claims to be "unsubstantiated."

One day after the allegations were made public, the unidentified man recanted the allegation.

"He wants it to be known that his sexual relationship with Mr. Clash was an adult consensual relationship," said a statement issued by the unidentified man's representative, Andreozzi & Associates. "He will have no further comment on the matter."

Clash, who is divorced and has one daughter, began using a falsetto voice in 1984 to bring life to the furry red monster. This year, Clash took home his 21st Emmy and the fourth in a row for "best performer in a children's series" as Elmo.

Clash spoke to ABC News "Nightline" last year about his passion for puppets while promoting the documentary "Being Elmo."

"I have Peter Pan syndrome, we call it," Clash said.

After learning how to sew around age 9 or 10, Clash ended up making 80 puppets. At first he was teased for his passion, but the taunts faded after he became more and more famous, he said.

"'You sleep with your puppets, you play with dolls,' you know," Clash said of being teased as a kid. "Then I did my first local television show and everybody thought 'that's cool,' so that went away."

New study finds rejecting TARP funds related to limits on CEO pay

CHESTNUT HILL, MA (Nov. 20, 2012) The executive pay provisions of the TARP the Troubled Asset Relief Program stoked controversy. Bankers claimed the rules would thwart their efforts to attract and retain the best executives. But the pay rules may have had an unintended benefit of reducing the scope of the program, researchers say.

A newly published report in the Journal of Banking, Finance & Accounting finds that pay provisions did discourage some banks from participating in TARP, which was intended to help banks weather the 2008-2009 financial crisis, according to researchers Mary Ellen Carter of Boston College, Brian Cadman, of the University of Utah, and Luann J. Lynch, of the University of Virginia.

Examining 263 publicly traded banks that were approved for TARP, the new study found that 35 banks rejected the funds and that this decision was related to higher levels of CEO pay. But this decision didn't seem to hurt them they fared just as well as their peers that did take TARP money. As a result, the pay provisions in TARP may have deterred banks that didn't really need the money from taking it.

The study also suggests that from a personal standpoint bankers may have been right to worry about TARP's pay limits: banks that took the funds did see higher executive turnover than those that didn't. But their performance didn't suffer. Banks that turned down TARP moneyoften derisively referred to as "bailouts" did just as much lending afterwards and had just as much financial strength, measured in terms of capital ratios, as those that accepted it.

"While we don't know exactly why these banks refused the funds, we do know that some high-profile bankers complained that the pay restrictions were onerous. Our study suggests that TARP may have been better designed than bankers would have you believe," Carter said. "The restrictions gave financial incentives for bank executives to think carefully about participating and, if they did participate, to get out from underneath the program as quickly as possible."

TARP was, perhaps, the most controversial of the many policy measures undertaken during the financial crisis. The U.S. government originally budgeted $700 billion and ultimately paid out about $400 billion to shore up the U.S. financial system. Some viewed the program as corporate welfare while others saw it as creeping socialism. Nobody, but the bankers who needed the money, seemed to like it much. But in the end, TARP appears to have succeeded: banks, for the most part, survived the crisis and are paying back the money.
